My friend uses it and I want to learn how to counter it.

I don't know if there is a best defense to the Queens Gambit. but there are plenty of defenses. I am assuming that you are referring to this move order 1. d4,d5 2.C4,...? black has multiple responses at this point. we will look at some of them in general. 2...,e6 is a Queens gambit declined which continues in many variations. 2...,d5xc4 is the Queens Gambit accepted. 2...,c6 can be the Slav or Semi Slav defense. And another response that is not as popular as the others is 2...,Nc6 which is the Chigorin defense. go look some of these up and experiment till you find something that you like to play. another idea is to play 1...,Nf6 and avoid the Queens Gambit all together and go into an Indian defence. good luck

Easiest and probably most solid would be looking into Slav defences. I prefer the QGD though.

I love Tarrasch. Not sure if its "The Best™" though.

I usually will just accept the gambit and spend the next 3 moves trying to short castle asap.

The essential thing, no matter what you play after 1d4 d5 2c4, is to remember black usually has to play c5 (or sometimes e5) to counter white's centre. You obviously need to judge the right time though... The Tarrasch Defence means playing an early c5, while the Albin requires an immediate e5 after 1d4 d5 2c4 e5. The right time here is judged too soon by most players, but you get open games that are fine for improving players.

I recall Irving Chernev giving a section in his Logical Chess book on the queen's pawn where he hammers home this message. He tends to give it from a white perspective. I recall he gives one game where black wins after playing the "liberating" c5 move.
