Ahh... good one. Drawing the reigning world champion in classical games in a WCC is quite a feat, so I suppose it does belong on the list.

He didn't win on tiebreak. In the rapid playoff Magnus won.
Shame... the organizers knew that Magnus is better at rapid, so they made that the first tiebreak. Just one more way that FIDE rigs the WCCs for Magnus!

Isaac Boleslavsky in the 1950 Budapest Candidates Tournament. He led most of the way and ended up as the only undefeated player in the tournament, but Bronstein caught up with him in the last round. They then drew a 12 game playoff match, and Bronstein won a two game tie breaker. As Maxwell Smart used to say, "Missed it by that much". (Interestingly, Bronstein later married Boleslavsky's daughter.)
Bronstein himself is another example. In the ensuing WC match with Botvinnik, Bronstein led with two games left, but lost game 23 and drew game 24. The match was drawn, and Botvinnik retained his title.
This year's US championship... both the men's and the women's. Fabi couldn't win despite winning the last 3 games as Shankland won all three too. Annie Wang played great chess but stumbled in the last round resulting in a playoff which Nazi won.
I can't believe no one has mentioned Bobby Fischer at Bled 1961. He scored 13.5/19 with 8 wins, 0 losses, and 11 draws, only one point behind the winner Tal.

if tie then lower rated would always have higher performance ratung
The title is pretty self-explanatory. What are some of the best individual tournament performances that were in and of themselves steller, but not quite enough to capture victory; ones that would have won the tournament in just about any other year, but were unfortunate to have occurred in the one year when one other player simply went bonkers? A few that I would include on the list are:
