Blunder?

I was looking up a few openings and games using them. I cam across a game where the Reti opening was used. Could someone please tell me why on move 13 (I Think) white's queen doesn't take black's? Is it a blunder or am i missing something, baring in mind both players are rated around the 2200 mark.
