The blunder master banner is a joke, it is not a real title. If you click on it, you get rickrolled. That's all there is to it.
It could also be "you blundered by clicking it and getting rickrolled" XD

It's not an official FIDE title, just a custom banner the user puts in their "About me" section.
@EnCroissantCheckmate has one.
