Bowdler attack against Sicilian!

I’ve wondered why so many lower-level players use the Bowdler Attack against Sicilian! 1. e4 c5 2. Bc4! It looks really amateurish. Do you have any explanation for this? Thanks.

Bc it looks like a regular move developing a piece. They don't understand the ramifications of losing a tempo with d5 (and sometimes black doesn't know either)
