broken clock?

I just played a match in which my opponents clock would drop down to no lower than 26 seconds and then move back up to a higher number. No matter how long we played, no matter how far ahead I was, his timer never went below 26. Does this happen often?

You played a 15|10 game which means you get 10 extra seconds after every move.

Thanks...I was wondering what the 10/15 meant. I learned the hard way...LOL.
