Is one second bullet chess? Well, not really. It is just a clicking competition, the rules of the game are barely relevant. You could play checkers or Go for that matter, the outcome will be the same: the fastest clicker will win.
In fact, a 1200 bullet player who's really really fast with a mouse will probably beat Magnus Carlsen at one second bullet. I am pretty sure there are low rated bullet players who will consistently beat Magnus in this "format". However, none of them will stand a chance against him in one minute bullet. That's why 1|0 is still chess.
Bullet is one of the various ways chess is played, with the rules of chess, so it is chess.
Premoves, and blocking illegal moves are NOT in the rules of chess. This is proprietary crap.
Premoves are an online thing. But people were playing 1-minute and 2-minute chess OTB long before online chess was even invented. Or before increment was invented.
Yes, bullet is 100% real chess.
