Are there any tournament's that let people play with a 20% timeout rate and if not is it possible to make one ?

It is possible to make one.

But i advise you to make your own tournament,

or play rated games to bring your ratio down.

So i looked your profile..

5 timeouts, 23 games, you need 100 games to hit 5% ratio and all tournaments (most tournaments) have a 5% ratio and lower.

does it have to be 100 game's or can it be lower.

5 divided by 100 is 0.05, or 5%.  Anything less would be greater than 5%.  It's simple algebra.

Let's say you have done 90 games, with your 5 timeouts (you can't get rid of those).  Thats 5 divided by 90 which is 0.055, or 5.5%. 

For every game you timeout in, you have to play 19 more games to completion just to retain at most a 5% timeout rate.  (1+19=20, 1/20=5%)

So you have to play and finish at least 77 more games without timeouts to get a 5% timeout rate.  If you do more than 77, then your timeout rating will go lower than 5%.  But keep in mind every game you timeout in will raise it again.

Actually, Chess.com rounds their percentages.  But I'm not sure if they round up, down, or both.

If it's a true round, then perhaps you might achieve a timeout rate of 5% at around 95 total games, as long as you play them to completion.  So maybe you only need to do 72 more games...

The default is 10%. I suggest there are many tournaments where this has been increased to encourage registrants.
