It depends on the pool. A master competing in a pool full of complete beginners will undoubtedly reach 3000+ rating. A master competing in a pool full of other masters, it will be difficult to reach 2000+ rating. If you take away non-masters from today's pool of competitive chess, there is no doubt that the average rating will drop significantly.
Again, 3000 is just a number. It is a relative indicator of how good you are in comparison to others, and is always measured in comparison to others.
The rating is relative to the opponent, it actually decreases if you play a very low rating player (compared to yours). In order to reach 3000 you would have to win against player with similar ratings, so you can't really reach 3000 unless you have a pool of 3000ish players to win against.
