can you tell me what’s sandbagging

It is when you purposefully lose in unimportant games in order to artificially lower your rating so that you qualify for an easier rating class for a more important game/tournament/match.
For example, someone that is rated 1600+ going on a 10 to 20 game losing streak (by, e.g., randomly resigning on move ~10) in order to drop their rating enough that they can play in an u/1400 tournament, with the expectation that they will easily crush all their opponents and win the tournament.

The habit & pattern of sandbagging is something that Chess.com will not tolerate. Its when you continuously play people who are much lower rated than you.

This will provide answer to your questions https://support.chess.com/article/208-what-is-a-sandbagger.

Sandbagging
is
- LOWERING RATING ON PURPOSE
If you are just feeling unwell or losing because you aren't very good (No offence), that is not sandbagging.
is
- NOT ALLOWED- NOT TOLERATED
- NOT A GOOD IDEA

It’s not Sandbagging that the issue. The mere fact that someone can play another Human and the game will remove time off your clock in Blitz to help the opponent. Too many games I have Played where my Opponent in under 2 seconds is ALLOWED more then 10 moves in under 2 seconds which is IMPOSSIBLE for any person to do. I lost over a 1000 games by this method. I played people where they have under 20 seconds and I lose more then a min off my clock to help my opponent
Sounds like a lag issue. No opponent has the ability to remove time from your clock.

Premove takes at least 0.1 seconds. If your opponent is pre-moving. They should be able to play close to 20 moves in 2 seconds.
