My questions:
Q1 - I have participated in 38 tournaments, all of which I was the first except for one. I may have gained FIDE Rating and even got awards, but how do I create a FIDE account at first? I can't find the "Registration" or "Join FIDE" Section. Maybe I could probably become an Arena Master or even a Titled Player - Who knows? By the way you may be noticing that I have played almost non - existent number of games here in chess.com. Just ignore it. I have come to chess.com not for the reason for playing, but I do play on Lichess and ChessKid though. And I also think that Over The Board games qualify for gaining FIDE Rating. Remember, the tournament academy where I go to has partnered with the World Chess Federation.
Q2 - If I even get a FIDE Account, how will I prove after I become a titled player (I do know that it is a long way to go... but still)?

You don't join FIDE. You get a FIDE ID through your national chess federation. You could get a. iD by joining their Online Arena site though.
