You have to be an SA to change a theme.
It's under Edit Club Profile and only the avatar and background can be changed.

On the old site, admins could. Not all help articles have been updated for the new site.
How to change the Group Page theme in V3? Can an Admn. has the right to do it? Will some STAFF explain pl.?
In V3, There is no list of stock themes like it used to be in V2....
