Check Mate at low elo

It’s weird, finding check mate is difficult when your low elo opponent is just moving pieces to move them. I just played a game where my opponent developed without center but continued to advance pieces. I took all of those pieces, leaving him with a chain of pawns and some stragglers. The game took like 10 minutes but I should’ve mated him in 3. So difficult to predict moves in low elo when they’re just moving pieces for no reason.
I hate to say this, but it doesn't seem to get a whole better when you start to get better. Whenever I get an opponent who takes the "never resign" mantra way too far, it's often painful to look back on the game and notice how many times I missed a mate in 4 or less.
That might just be me, though. I suffer from chronic time trouble in endgames because I'm a real slowpoke.
