What further complicates matters is that tactics is often poorly defined!
Here’s why I do not think chess is 99% tactics and the percentage is greatly exaggerated: If chess is 99% tactics then theoretically speaking, 1% equates to knowing what to do when there is no tactics. Practically, knowing what to do when there is no tactics is definitely not such a tiny percentage, 1%??!!
The other 1% is the Berlin Wall that Kramnik used against Kasparov
