Make sure to solve 250,000 puzzles each year. Of course once you're about 20,000 in you'll realize that you are so wrong and that chess is much more than just tactics.

ichess is a good one I agree... the chess.com app allows you 5 a day (plus 5 more if you watch a video). Otherwise just search the chess.com forums or even get a chess tactic book.
I like the title though, chess is all about tactics. That's how you win. Obviously position is important too but doesn't that all come from good tactical play?

I think in the end it is tactics that will win or lose a game. So I can see what the original poster means. I disagree though. If you have good strategy then you will have more tactical opportunities at your disposal (a knight on e5, for example, will likely present more tactical opportunities than one on a2). So good strategy has a huge influence on the outcome of a game.
Tactics are like breathing. If you stop breathing, you die.
But tactics won't win against someone equally proficient at tactics who also has strategy and a plan.
If you don't have membership, your best off using chesstempo.com. It's a free site dedicated to tactics training. There is also a phone app for it. It's pretty much just like the tactics trainer on this site, however, it's unlimited and the puzzles are more varied/well-rounded in my opinion.

As Botvinnik said "Tactics are the servant of strategy." Meaning that as long as your strategic play is solid tactics will often favor you.

No. If you both have good strategy but fail to see tactics it will be a draw. Let's say both players play strategic... Now one sees a tactic the other one misses. The tactic will cause a win now since both players are playing the same level strategically.
