chess program that allow to set elo rating for computer opponent?

Fritz is indeed kinda material oriented. But I saw some Chessmaster games won after some serious material disadvantage.

I've heard (and experienced) that HIARCS has the best adjustability for ratings. I own a copy of that engine, and it works very well for me, and, when you tell it to play at 1400, it actually plays at a consistent 1400 level rather than playing at normal strength most of the time and then just blundering once in a while as many other programs do.

Arena has the option to do so. You can also load any chess engine you would like to. 

 

LucasChess is also a nice option with a more friendly GUI.

Arena only has the capability to set the Elo rating IF the engine being used has been designed for variable Elo ratings.

Yes you are right. Does Komodo have the option? Its been a long time since I use Arena. In fact I only used it the first months I started playing chess and changed to Scid vs PC. I remember getting in trouble against Komodo in the Arkangelks when I set it up to 1500 ELO. Did I sucked at chess or was Komodo playing at 3000 ELO lol.

I'm not sure, but I think Komodo 4 was the only version that had variable strength (0 to 15), but it had major problems when at the lower settings. After that, I guess they just decided not to mess with variable strength.
