does chess.com restore time for people with bad connection? if so is it accurate

In Live Chess, if your connection is slow and lagging, the Live Chess server attempts to correct for that and not charge your clock with time spend with the move in transit from your machine to the server and back. No such correction can be perfect, but the correction does a good job, in general. It behooves you to have a good connection in the base case, however, As disconnections can occur with a very bad connection, potentially costing you games or violations of the Fair Play Policy.

my connection is very odd at times. it makes a dull noise and it takes away about two seconds, even when my connection bar is full and is green.

I don't think that matters, but the browser choice can certainly make a difference.
