confused about a tournament format


A Swiss is a tournament designed to produce a clear winner in as few rounds as possible without requiring every player to play every other player. The first round is paired by ratings. In later rounds, player with similar results are matched.

The time control is like the time controls here, except you have to make a certain number of moves in that time control or you lose-- in this case 90 minutes for the first 45 moves. Some games go longer than 45 moves. In that case, each player is given an additional 30 minutes to finish all their moves. Every player has to write down the moves of the game so that disputes over illegal moves or time forfeits can be resolved. (Because there is no computer like chess.com involved to record the games.)
The 5 second delay is just that-- there is a five second delay before clocks start counting down. If you move faster than five seconds, the remainder is not added to your total time.
