No, vertical bars are the 'absolute value' symbol.

Do the math

adj. fee = |0 - discount|

therefore adjusted fee = the absolute value (e.g. always positive number) of -discount, which means the discount is the *fee* not a refund.

That's even worse! Free payers pay a fee for resigning!
