Yep. After leaving Egypt, Moses played correspondence chess with his old school chums. They crushed him because they still had access to the libraries, and he didn't have any books in the desert. In anger at the shame of Moses, the Divine Power hid chess from humanity for one thousand years.
Anyway, group IQ goes inversely as the number of participants, as any local or national government amply demonstrates.
It's not always an inverse function. It's a function of management. There is an optimal number of members. There should redundant backups.
I know if you give a human being a chance to cheat, a human being will cheat. I think the stories about cheating in sports bears that out. In baseball, the stories about famous pitchers who doctored up the baseball in critical situations in a game are well known. It is so hard to catch them, kinda like chess players who cheat when playing online games, so hard to catch them and what happens if they do. Not much. I heard there will be new rules coming out about cheating in chess. Then there is the bulgarian guy who everyone says is cheating, but has not been caught. The other players stopped playing against him and he has been banned from playing in tournaments.
You mean if you give humans a chance to cheat, some of them will cheat. It's obvious not all will cheat, otherwise every member here would be cheating now. And we're not. 
I'm certain that engine users are less frequent than we suspect.
I may have revised this view somewhat in the past year.
I do not think most. However, four of my past fifteen correspondence opponents have been banned. A fifth had a very high engine match-up in our two games, but not in games against weaker opponents.
I would have thought that an estimite of 5-10% was a wee paranoid. At least in the crowd above 2000 in turn-based, the figure appears to be much higher than that. It also appears from my recent rise in the rankings that as many as 20% of those rated above me have been banned in the past year.

With a high enough rating OTB you can win local, state and national tournaments or be in the money for
2nd or 3rd place finishes. It's not much but it's a he'll of a lot more than a correspondence rating will ever get
you, which is trophies and nothing.
The rating does not win events. Winning games does. My OTB rating contributed nothing to my $250 prize for second place in the 2012 Collyer Memorial, nor to any lesser tournament prizes, nor to qualifying for my city championship three times.
With my OTB rating AND my prize money, I can but a cup of coffee at Starbucks for $5.

Rating and chess skill level are very closely related, unless you are a correspondence chess player or play on websites like this one where chess engine use is pretty much unrestricted.
If you have an argument with that I will call for the rubber truck.
Engine use here is banned. I won a game on time out yesterday because my opponent was banned. Better call the rubber truck.
