I think they may have moved it again. "Hide the Feature" is a favorite game that chess.com likes to play with the members. 
I found it though, and there may be a shorter way of getting to "enable premoves", but this is what I did. Home>Settings>Live Chess>Play>enable premoves. And yes, I did almost start a game by mistake; another game chess.com loves to play with the members. They sure do keep this a fun place, don't they?
I just checked my instructions to you, and there is a trap, sorry. Do not press the big green Play button after Live Chess. Wait for a box to pop up and move the options list from board and pieces to play. There you will find the cleverly hidden enable premoves. Have fun!

i had mate in one but because of the off premove setting....
Im sure i opened it but somehow it didnt worked again
When I opened chess today, I realized I couldn't do a premove.
