If you define "pure skill" as the ability to win chess games, then by definition he is the best in the world.
In terms of pure skill, Anand is #1, Kramnik #2, Aronian #3, Caruana #4. and Maybe Carlsen #5.

What I find amazing is that, the way the players were selected for the candidates tournament, Caruana was not picked, because he is not supporting the agenda of FIDE enough. Carlson is not the world chess champion, he is the FIDE tournament circuit champion. Professional tennis is the same way.
