It can be a bit annoying but it's not big deal.
It actually makes me laugh when I see a sore loser.
It's not that I have to be sitting and looking at the board. I can simply do other stuff while his time is running out.

You are winning the game clearly with domination like major material advantage.
Your opponent won't resign and you have to wait for over at least 4 minutes for him to resign.
He/She might tell you good game but still won't resign and will wait for time to run out.
I don't hate such players though I ran into one in my last game today who made me drag a game out from a winning position at move 76 to a win a 112. It's his right to make sure I can do it and since I was down to 9 seconds on the clock at one point (15/10) maybe he hoped I wasn't keeping track.
I'm lucky I had 10 seconds added after each move. After the 76th move I had 2 P's to his one, we had B's traveling on opposite colors, but the position was such that I could clearly force him to sac his B to prevent one of my P's from Queening and then take his P and escort mine to =Q. That took time and he made me play it all the way out to move 112! At least once, around move 70, I had less than 10 seconds on my clock (I'm generally terrible in shorter than an hour time limits) but by move 90 I was back up to about 2 minutes, so there was no reason to play it out.
What I hate worse is the player who quits too soon. You had a good game going and as soon as you get a slight advantage...they resign instead of playing it out. Sometimes I will even refuse a rematch in that situation because I believe the person is a poor sport.
How about the players that are so mad they're losing that they stop making moves. A lot of times it's the higher ranked player that starts out with quick moves, thinking his weaker opponent will wither under his onslaught then the weaker player turns the tables and starts to get the upper hand. The higher ranked player is so mad he stops making any move and both players sit doing nothing.
