If you were to get a FIDE rating and then your membership expires... Do you keep the FIDE ratings? If not, do you keep your title?

Players don't have FIDE memberships. National Chess federations do.

There's an exception for their Online Arena site

As to titles, once titled, always titled on FIDE. You can be inactive and not show up on the rating lists if you haven't played in a while, but your ID/profile and rating still exists.

Nah, I am just planning and preparing. I don't have a FIDE id, I also don't meet the requirements of getting a FIDE id. But, I do plan on making an attempt to become a Master of chess.

titles are permanent unless they take it from you for some reason

there was an IM that lost his title because of disgusting harassment and another GM who lost his title because of cheating

In answer to your question, FIDE titles are valid for life from the date confirmed as long as a player does not cheat (breach Fair Play Regulations or perform an ethics violation

The titles are valid for life from the date confirmed.

 0.4.1 Use of a FIDE title or rating to subvert the ethical principles of the title or rating system may subject a person to revocation of their title upon recommendation by the Qualification and Ethics Commissions and final action by FIDE Council.

 0.4.2 A title can be used for results of opponents only in tournaments starting after its confirmation. (Exception: see 1.1.4).

 0.4.3 In terms of the age of achieving a title, the title is considered to be achieved when the last result is achieved, and the rating requirement is fulfilled, whichever date is later.

 0.4.4 In case it is found after a title has been awarded that the player was in breach of the Fair Play Regulations in one or more of the tournaments on which the title application was based, then the title may be removed by the Qualification Commission. The player or their federation may appeal this decision to FIDE Council within 30 days after they had been informed in writing.
