Possible, but first Canadians better start playing serious chess, serious enough to stand a chance of producing one deserving to be world chess champion ;-)

Of course there is a chance. A supertalent that starts rehearsing seriously at the age of nine or earlier is their best chance.
Norway has a boost nowadays. Carlsen is inspiring, and chess is played systematically in many SFOs. (SFO is a kind of kindergarden for kids after school).
Sovjet was very strong. They had chessclasses after school.

Statistic are not in your favor.
However if WC and Canada last long enough (say, a few thousands years), the odds are good.
