I dont think it's being strong or weak. It's about what is an effective way to stop bad behaviour. Reporting is better than engaging, though both are fairly useless. After all, what other more deterring action can be taken?

Anyone can send you an out-of-game message by default unless you change the settings to friends only, or nobody.

In any case, I've played dozens of games where I was waiting for the other person to play, except that it was my turn. However, I didn't know that it was my turn, because the game hadn't showed my opponent had moved. In such cases I would lose by abandonment. So it's not always people leaving games on purpose, can be connection issues too.
