Your sentence wasn't an idiom, nor anything else which calls for something other than the standard meaning to apply. Qualifiers such as "some", most", "generally", etc., exist for a reason. No, simpleton, there is no country called "Americans", and "sucks" is not in any way synonymous with "extremely dumb". "Americans" refers to U.S. citizens, and when said without any qualification or context which indicates otherwise, it refers to all U.S. citizens.
