Ok kmBoor ,but i know personaly 30 and more chess players who using and have substance helping them so i belive in that what i see and not in random study.

Nobody is trying to defend anything but the entire reason FIDE started this was to have chess recognized as an Olympic sport, which means following the world anti-doping agency regulations, where the list of banned substances comes from. 
Most of the national chess Federation’s are against this for a variety of reasons, but one being the added cost, which I mentioned earlier, and FIDE profiting off it and bribes, which FIDE is long know for. I would encourage you to check out the corruption/bribes in the world anti-doping regulation/IOC too, before assuming everyone who is against these things must be doping. 
Most of the chess community wants to spend the money and time on chess players, not more on organizations with their greedy hands out.
