Draw game insufficient material, but I won on time I let him have a queen and rook

How is this a draw, I intentionally let him get a queen because I was up on time and he couldn't check me. It called it a draw because of insufficient material. He clearly had material. Can't post the picture but I'm up by 37 seconds and I let him take my rook with his pawn because there was only two seconds left. I won on time and he had a rook and queen.

Except where one of Articles 5.1.1, 5.1.2, 5.2.1, 5.2.2, 5.2.3 applies, if a player does not complete the prescribed number of moves in the allotted time, the game is lost by thatplayer. However, the game is drawn if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves."

So your opponent ran out of time, but you could not checkmate him by any possible series of legal moves, hence draw.
