What does it mean when the severs make a “dubious move”? Are the servers suspect? Are they trying to mess with us?

A "dubious" move is a move which is a move which is bad but a little interesting or tricky for the opponent to properly capitalize.
From the Wikipedia definition: "[It] usually indicates that the annotator believes the move to be objectively bad, albeit hard to refute."
