I’m wondering why chess.com doesn’t use FIDE rules? I know chess.com is an American company, whereas lichees, is French, for example.

This site follows neither FIDE Laws of Chess nor USCF but an own set of rules easier to program.
Other sites do not completely follow FIDE Laws of Chess either, as these are too hard to program.
This position is a forced checkmate for white, but on this site black can get away with a draw by letting his time run out.
