What can you do about someone that plays certain games for a day, and then puts himself back on vacation. I've been playing him since June, and he has yet to move! I noticed many of his wins are" won by time" because he ends his vacation late at night when many are not online. He has also earns a great deal of his points by players resigning due to the frustration of his poor sportmanship. How much vacation time does one get? And who regulates this problem?

Nobody. There is no problem. Vacation use is allowed however the player wishes.

I am guessing your opponent takes less than 24 hours of vacation at any one time. The site policy is to deduct a full 24 hours from vacation and to add the excess deducted to game time.
