I used to have a book called The Dutch against Nf3 and c4, so this kind of thing is possible colors reversed, but it looks kind of slow and a little bit weird for tip-toeing into the center by both players.

commenting to follow this beef. There is nothing wrong with f4. It's a legitimate opening. I've rarely encountered it but used to play c5 against it for reverse Sicilian.

f4 ... c5 b3 is just as good. Or f4 ...c5 c4. f4 isn't developimg so it's slow.
Here's a game of mine from a few years ago (playing against a chess app on my phone; while this was its top level, it's no Stockfish! )
Anyway, this game goes a different way, 1. f4 c5 2. b3 ... and while I did win, I went for a sequence that really shouldn't work (I've commented it) as Black should have taken the Queens off and my past pawn just isn't as strong as I thought it might be when I entered into it. However, I think White gets a decent position and there could be some good games to be found.

Yes, starting the Kingside action sooner could very well be an improvement.
I think so. I don't like black's development so a weakening move like g4 is difficult for black to punish and should work out well for white. No need for h3 or Rb1.

I would think so. Given how Black is a bit tied up, I think I was using the opportunity to just improve my rook and to take away g4 from Black's Knight so that, pending on how things progressed Black had fewer forward moves as options. This was played awhile ago, but I suspect I hadn't entirely settled on exactly how I would proceed with the attack and was using the opportunity to keep various ideas and options open. Anyway, the resulting position after the opening stages is not atypical in my experience and I certainly prefer White, although they do have to prove it still.
