Yes.  Chess rules are changed or clarified by the FIDE occasionally.

The latest USCF rulebook is the 5th edition. The rules that change are not how the pieces move, but things such as how the clock is used, how draws are made, how tournaments are run and rated, penalties, and so on.

It would, and the Chess we all play on this site has endured for more than 800 years, so I doubt the world is going to change its mind.

If USCF or FIDE completely changed the game then they'd lose all credibility in the chess world. Do you think that if USCF and FIDE agreed tomorrow that chess is now checkers people would just accept it and start playing checkers instead?
