I believe so, the CFC rating system

All you have to do is win an interzonal and you can qualify for an IM title without having to worry about your rating.

SmyslovFan, I appreciate. I don't know if I want to be an IM with a low rating of 2000 something. I am going for candidated master level.

Near enough withing 100 points. 

<2000 - Free Health Care.
2000 - Expert
2200 - Master
3 x Perfs of 2300+ - National Master Title

Titles after that are FIDE.

The above information doesn't explain the lower categories. I remember reading Nimzovitch or Kotov books, they mention 3rd category, 2nd category and 1st category, I thought that might been FIDE rating system. I seen FIDE rated games 1700 FIDE, 1800 FIDE and 1900 FIDE, would 1700 be 2nd category, 1800 to 1900 1st category, or is the FIDE that complex, no one can explain it.

A FIDE 2000 player doesn't have a title. It's pretty simple.

SmyslovFan, what about 1000 to 1900 FIDE rating, is it by categories, like 1500, 3rd. category or 1800, 1st.category.

Nope. Heck, FIDE used to have no ratings below 2000. Why would they give out titles to such weak players?

USCF rating system is much better than FIDE, at least a player know what level they are at.

FIDE caters to chess professionals. Either you're good enough for a title, or you're not. In fact, many people consider the CM title to be a joke. 

Let the national federations cater to the amateurs. They can give names to all the various categories below master. If you want to play international chess, play FIDE chess.

SmyslovFan and Petrip, any rating below 2100 is doesn't have a category; to my understanding, you have to be 2200 FIDE to be a candidate master. I always thought 2000 was expert level but it actually 2200. A 2000 level player is strong player and in my club very few reach this level, even A class ( 1800-1999) is not easy to attain. There are some ridiculous shortcut to attain titles, like you can be an IM with a 2000 rating if you meet the requirements.

  After looking over both the uscf and fide requirements I would have to commend uscf for being very straight-forward and state that fide seems to be unneccesarily obscure. (but maybe its just me....?_)

@ sirichardburton, I agree, USCF is more practical. 2000-2100 FIDE is not even expert title, it is extremely difficult to achieve 2000 elo level over the board. At time FIDE standard is ridiculously low, I played an IM with 2000 FIDE rating.
