No, the average FIDE rating of active players is closer to 1700, but it's likely to decrease as many new players enter the FIDE list every year.

So my Rating(1054) is an actual FIDE rating?  And it sucks?

nah, you wouldn't even have one because your rating is so low

My 15|10 rating is 1383.. So please say me is this an elo rating? And how can i find out who's a FIDE player here and how can i play against him?

You can have a FIDE online rating through http://arena.myfide.net/

The rating is separate from the OTB rating, from what I understand (though it appears there is some kind of alignment with OTB blitz and rapid), and if you don't already have a FIDE ID, you have to purchase a membership through that site; if you already have a FIDE ID you can get a free membership until May 31st 2015 (currently).

I have been playing for 3 months.  My lowest point was around 830 and now im at 1054.  Am i making good or at least average progress.  How does that compare when you(As in anyone whom wants to talk) were just starting out?

Elo is the statistical method developed by Arpad Elo to rate chess players.

One implementation of Elo is done by FIDE, another by, say, USCF or another national federation. They all follow the same general statistical methods, but sometimes have to resort to "cheats" to normalize their distributions over time. For example, FIDE or USCF might deduct or increase 100 rating points across all players in their organization, depending on whether they believe there is ratings inflation or deflation, repectively.

Chess.com uses an Elo-ratings implementation of their own (but it looks exactly like "standard" Elo, by FIDE or USCF, to me.) I don't know if they can give FIDE ratings, though.

The truly geekified will find this article a good place to find out more about Arpad Elo, his statistical methods, etc.: http://en.wikipedia.org/wiki/Elo_rating_system

It is kind of funny, but chess.com supposedly uses Glicko, not Elo. I can't tell the difference, but all I care about is a fair game and fair ranking. The rest is just chess politics.

i am pretty confused, they started all my ratings at 1977 even though it's not supposed to be connected?

They do say they have an "alignment" with OTB blitz and rapid. I didn't see what that exactly means in a brief read. Maybe they just seed the rating to get a better initial one for calculations and pairings?

FIDE Arena uses your OTB rating as a starting point for your online rating.

The alignment means that if you have a rapid or a blitz OTB rating, their evolution will impact your online rapid/blitz rating every month, though the opposite isn't true.

For example, let's say you have 1800 OTB rapid and 1700 Arena rapid.

You play on Arena and win 40 pts there. In the same time, you play OTB and lose 8 pts. At the end of the month, your new Arena rapid rating is : 1700+40-8 = 1732, while your new OTB rapid is 1800-8 = 1792
