You don't. If you want a FIDE rating you play in FIDE rated events but you don't become a member of FIDE per se. The members of FIDE are the national federations.

. I think you also need to play at a certain level, a certain number of games, against players from a certain number of countries, to get the rating. Losing to 10 FIDE rated US players will not get you the rating. www.fide.com has better info. Getting into FIDE tourneys isn't always easy. Some US tourneys have sub pairing to qualify for a FIDE rating but again, not easy to get scheduled.
