How do I join Fide, in the
USA 

You don't.  If you want a FIDE rating you play in FIDE rated events but you don't become a member of FIDE per se.  The members of FIDE are the national federations.

So I just go play in the Fide tournaments

Pay your money first.  I think you also need to play at a certain level, a certain number of games, against players from a certain number of countries, to get the rating.  Losing to 10 FIDE rated US players will not get you the rating.  www.fide.com has better info.  Getting into FIDE tourneys isn't always easy.  Some US tourneys have sub pairing to qualify for a FIDE rating but again, not easy to get scheduled.

You normally join your national federation and when you play in a FIDE rated event they will submit your details.

You also have the option of joining FIDE Arena but if you are wanting to play OTB you would still want to join your national federation.
