Is it possible for a complete newbie in chess to become a CM in 3-4 years, if so how much effort and dedication woud that take?

Quantity isn't too hard to give a vague estimate.  A few hours a day for 3-4 years should be enough.

Quality and effort are the hard ones.  First of all you'd (probably) have to enjoy doing it.  There are activities most people likely find tedious such as spending multiple days (or weeks) analyzing 1 position. 

Tournaments and coaching (or strong friends) should be necessary for most.  Asking online isn't bad, but isn't necessarily good either.  I said above you'd have to enjoy it, but that may be too mild.  It would be closer to a passion.  And if you're passionate about learning, things like rating, time, and effort don't really matter.
