You should probably contact your national chess federation. The rules are going to be different depending on where you are. Generally speaking though, you contact your nationals chess federation and work with them to assign you a FIDE ID (FIN) and then you would use that when you find FIDE rated tournament you want to play.
Getting rated requires playing FIDE rated games, scoring at least 0.5 points against at least 5 players with established FIDE ratings and having a performance rating of at least 1400.
