Yes. If there isn't any possible continuation where you win (even with the opponent helping you), it's a draw. Here, it is impossible to win with just a king, even if you capture all of white's pieces. Similarly, having just a knight or just a bishop is a draw. Even this position:
However, this position is a win if black is timed out because white could capture all of black's pieces and promote:
So, if you are winning but don't have enough time to checkmate, capture the opponent's pieces and it's a draw.
