How often do you come across stallers & what to do?

I was just playing a blitz game (3 minutes per player plus 2 seconds per move). I was up two more pieces and 2 pawns, the opponent was just a naked king running around. I had 1 and a half minutes remaining and the opponent had 2 minutes remaining. They had a single legal king move and a few meaningless pawn moves available. They just waited 2 minutes (until they had 2 seconds left) and resigned. My question is: would chess.com and/or the players benefit by my reporting this?

I am sick and tire of the stalling... I always look at the flag of my opponent because i am curious to see witch country he is from. There is a particular flag that discourage me to be polite...
When i see this flag, i know there is going to be problem... I know that 99% of the time the ''players'' are going to stall in order to win. Also, this is the same people who are going to attack you on the board non stop, but when they are in trouble they harass you for a draw.

I forgot for to mentioned, especially for the Simpletons, i know that they are cheaters everywhere around the world. However there a certain place where there is more than other. It's almost like it's in their DNA, cheating in chess, scamming on phone, and many many more.
Chess. com, send you a automatic message sometime ( maybe 1 message after 20 stallers reported and give you a couple of points pfffff...) This is a serious problem and it doesn't seem to be taken seriously...

Yes, but it's still annoying. I have at least 5 per day. I do something else of course, and i listen the tone of the app in case they would make a move. But chess know this problem very well.
Chess should punish those person after a couple of report on the same person for stalling. The AI could atomically fix that problem. The best punishment, maybe, with be to reduce their rating, because they are so obsess with the rating, but not obsess to put the energy to learn...
By the way, a good thing to do, it's to tell them that you are going to reported them after, and you will wait until the end so they are going to loose anyway. Sometime, they just quit.
Anyway that being said, Chess. com is a great app.

I don't understand. It's not against the rules to use all of the time allotted in a time-control game, so what is the point of "reporting?" What rules have been broken to report? Wouldn't an easier solution be to play games with shorter time controls?
If someone is clearly lost, just letting the clock run is unsportsmanlike.
And I get banned for cursing at people when they deserve it. like this explicative.

Its ducking way as all bell. not someone does in person they are not someone I would ever play with and it should be curbed.

Just for clarification: post #12, PUBLIC accusations in an open forum aren't allowed but reporting them is the proper way to bring it to Support's attention. #25 one day isn't the maximum time for a move in a daily game. I had a game with a 14 days per move time limit.
Yahoo used to have a 10 minutes maximum per move rule.
I've been telling chess.com to institute that since forever.
That is idiotic! If you have 60 minutes for the game, there is no rule against using 20 or 30 minutes for a single move. I have done it myself on other sites, like when I used to play the 45 5 on Sundays at ICC a couple of decades ago.
If Black has 1 legal move, and he has 38 minutes left, and it is mate in 1 for White, yes, Black is being a douche bag and his account should be suspended for 3 months from playing anything longer than G/5.
However, if Black has 38 minutes in a complicated position (endgames can be complicated) and he wants to spend 27 of those 38 remaining minutes, sit down, shut up, wait the 27 minutes, and deal with it or else quit playing G/60.
The only rational take I've seen here so far. 100% agree. The nuance is in the board position itself.
I keep getting many people stall mate in 1, it’s so annoying that I have to wait for a 5 minute “ad” to simply claim a win. Why can’t these people get kicked out of the game by internet connection, so annoying…
Im also surprised that people with star membership will also stall. Risky for them if they know for sure.
