What is right time to start flank attack?

Popular wisdom argues that it is best to secure the centre against being opened up by your opponent while you pursue a flank attack. Blocking the centre or ensuring that your central position is well protected beforehand is generally a good idea. You don't want the unpleasant surprise of your opponent's major pieces suddenly staring menacingly at your uncastled king or your weakly defended queen down the d and/or e files just as you get your kingside or queenside pawn storm or minor piece assault going.
