What should you do in an instant a player refuses to accept a draw?

Flagged means you ran out of time, so your opponent won.

If there are 3 (or more) repetitive moves then when you offer a draw the system gives you immediately the draw.

Chess clocks no longer have flags. They either beep or flash lights or just run over the time limit and indicate nothing. What a world!

Many clocks have a flag icon that comes up if someone has flagged though

try an increment , ie 5/5 , this gives you blitz but means the clock isnt going to run out so often ,

managed a 117 move game was fun ended draw cos it was getting late

There are two situations in which a game can be declared drawn by one of the players:

1.) 50 consecutive moves have been made without any pawn move or piece captured.  Every time a pawn is moved or a piece is captured, then count resets.  Note that these are 50 full moves - i.e., a move by each player is 1 move, not 2.

2.) The same position has been reached 3 times.  Note that these are positions, not moves.  Two positions are the same if: a.) all of the pieces for both players are on the same squares (i.e., the board "looks" the same). b.) Each player has the same castling options (if a player can castle kingside in one position but not in the other because the king or rook has moved, then the positions are not the same). c.) En passant priviledges are conserved (if En Passant is available in one position, it would not be available in later positions, and thus is not considered the same as those later positions).

If your game has met one of those two situations, then you simply need to press the draw button and the game will automatically be declared a draw (the button would not send a draw offer to your opponent, it will simply end in a draw).  However, you must press the button at the exact time that the condition is met, not before or later otherwise it will be considered a draw offer and not a draw claim. if you miss the opportunity to draw at that exact time, later positions may not allow for a declared draw.  For example, if you have the opportunity for a 50-move draw and don't take it, then you lose the opportunity if your opponent's next move is a capture and you would instead have to wait another 50 moves before the opportunity is again available.
