Good chess...but

I took a month long break from chess and just started getting back into it but I've gone down like 80 or 90 elo. Looking at my games it seems like i play chess that's good enough to win but always seem to make one mistake or blunder near the end of the game and lose.

I think this mostly has to do with how much time I spend on certain moves and get into time trouble. So I'm just looking for anyone's opinion on how to play good chess and use time wisely in 10 minute (or if I should play 15 minute instead) and how to get of very stupid blunders that I always see one second too late after I've made my move.
