A lot of online players are probably not aware of the commitment required, your not given the Title it has to be earned Over the board in Fide events!

Agree as stated by Hikaru and when your close friend says he wont, he wont. there are those who say Levi should be given the title due to his promoting of the game, that's rubbish what he does its not done out of charity he gets paid a lot of money, nobody should be given the Title, That's why if you want the title you have to play over the board in Fide registered events and earn your norms, its not given to anyone??
