I'm confused. If Norway leaves the tour there will be two classical events correct? Sinquefield Cup and London?

It doesn't seem to be decided yet if there will be a third classical or if it will be rapid (only that there will be three events), but a year like 2016 I think many look forward to not playing as many events. Kramnik declined in 2015 because he thought it was too much, but this year will be much tougher with both Candidates and title match apart from Grand Chess Tour and Grand Prix series and non tour tournaments like Wijk aan Zee, Dortmund and now also Norway, and Chess Olympiad etc. I think several players will decline the tour, but that remains to be seen.
The Grand Chess Tour will not include Norway Chess in 2016, after the tournament declared it doesn't want to continue being a part of it. Rumours have it that the tour will replace it with a rapid (?) chess tournament. It is unclear if Carlsen will play the tour, as his manager says he has a title match and quite a few other tournaments, but he will definitely play Norway, that continues as a tournament, but outside the Grand Chess Tour.
