Yes, Gawain Jones , who is English, played in a couple of USCF tournaments back in the 90's, when he was under 10 years old. He got a provisional rating of 1625.

He didn't play in another USCF tournament for 20 years, one of the Millionaire Chess events. He did much better, scoring, 6/7 in the Open section and raising his rating to 2070.

When they say- once rated, always rated- they weren't kidding.

@Strangemover FANCY seeing you here HAHA!! I just peaked 2070 in 1 min bullet on Lichess and I was curious if there were ever any grandmasters with that rating. The universe really is rather Strange 😉

(though what about winning a world senior tournament, such players might be gms with "low" ratings)
