Kind of. It is a very, very good first approximation. However there are players that are citizens of their country of residence but still listed under their former country for FIDE purposes (in the US it is common to do so because that makes a person more valuable as an invitee for a FIDE round robins that might award IM or GM norms - travel costs from overseas can be expensive).
It also omits non-FIDE countries (the previously mentioned Vatican City is the first to come to mind).
North Korea and Afghanistan both have none
