I think he once got a legitimate 99.9% on here in a 20-ish move game, which is probably about as you close as a human can get (barring quick checkmate traps), though I probably wouldn't be able to find the game if I tried.

Depending upon which engine was used and how much time was invested in finding moves.
So no, you cannot play a "100% game". Ever. You can only play a "100% game for this engine and that precision/time invested". Somebody reevaluating will get a different result unless they pick the exact engine and exact time investment you picked the first time.
It also highly depends upon the game itself. In some positions the move Stockfish picks highly fluctuates, because there are many alternative moves that all work well. In others Stockfish picks a move and stays with it, no matter how deep you compute. If your game is full of the later positions and has hardly any of the former, getting a 100% game is much easier.
Bottom line, stop fussing about "accuracy".
