1721 is a wonderful rating which demonstrates great accomplishment. But wait and think! Certainly, the programme of excercises and practice, not to mention the personal fitness routines and the need to eat plenty of fish and cabbage, for the brain, seems daunting, but I know you can do it! You can achieve your goal of 1721 by diligence, effort, bravery and other virtues, such as playing chess well.
However, is it not possible that if you reach the magic goal of 1721, you will then wish to achieve the unimaginable goal of 1722? Imagine the strain on your sensibilities! Therefore I advise you to attempt to reduce your rating to 1719. This will also be difficult but I think the best way to achieve it is to manage to draw with someone who is on about 1691.

Just play cautiously and improve your position and your opponent will eventually mess up.
(Well that's my technique for full-auto shredding 1600's in classical for what it's worth.)
So let me get this straight. Your highest rating ever was 1720. Your trying to get to 1721 because you want to beat your high score so to speak. Your currently a lower 1600, and your rating just seems to be tanking. So??? You're asking even lower rated players for help on how to achieve their goal. I'm sure if we knew the answer, we would all be sitting in the 1700's. I'm currently 1475, which upon inspection, is 90% percentile...out of 100 chess players, I have the potential to beat 90 out of 100 chess players worldwide. Your percentile is obviously better, because, uh, your ELO is higher then mine by at least 100 points. I'm just pointing out, the key word here, POTENTIAL! I'm not under the assumption that I can defeat every player who is less then 200 points my ELO, because truth be told, they can still beat me on a rainy or sunny day. That said, ELO really doesn't mean squat in my opinion. The way I see it, it's all on your focus on the game. I guess I'm trying to strongly encourage you NOT to care about your ELO, because obviously if you're focusing too much on that, it can obviously distract you from your focus on the game. I thoroughly admit, that big number is something to brag about, something to be proud of, but....if you just remain humble about it, you should be able to skyrocket your ELO in no time. I honestly believe your focus is too much on the ELO rather then the game, and never assume a lower ELO rated player then you can't defeat you, because truth be told, they can! I've defeated a player who had an ELO of 2000 on an unrated game, I'm not better then this player, because I won't ever see the light of day on 2000 ELO on any future dream or reality. Player obviously was having a bad moment, or they would have crushed me, maybe kids were irritating this player to no end during the game play, who knows? All I'm saying is, full focus should be on your A game, and nothing more. Try to disregard your ELO see if it helps. If it doesn't, maybe you can evaluate some of your weaknesses in a few of your games, and make them your strengths. If you ask me, you're already a dynamite player. That alone should be something to be proud of.
You have to think like the sheep gazing into the red sky over a grassy hill. Only then you can gather the inner strength required to reach 1721, or anything in life, really.
I saw the problem. You're playing chess 960. Quit 960 for a while. And your standard chess will improve. It happened to me too.

I agree, although I've never actually played 960. Studying opening theory and memorizing your opening repertoire makes a big difference in real chess. That doesn't apply to the same extent in 960.
If you are rated 1500 or 1600 or 1700 there is one good way to improve your chess, At your level you keep making the same mistakes over and over again. [and that is why you do not progress]
Just study your games and find out the mistakes you keep repeating [you may need a high rated player to help you do this] and then make a determined effort to stop making those mistakes.
and then you will improve at a fairly rapid pace.
@OP Have a few days vacation. Have detoxification and rejuvenation treatments. After the vacation, you will be on winning streak and passed 1721.
